Patricia Howard is senior vice president of Health Plan Operations for Highmark Inc.
Ms. Howard is an executive with more than 30 years of experience in the healthcare industry. Ms. Howard possesses strong payor, provider, clinical, IT, administrative and global operations expertise. Her product portfolio experience spans the healthcare spectrum, including behavioral health, dental and medical.
In her current role, Ms. Howard directs and optimizes business operations that are designed to deliver solutions that supports sustainable and diversified growth as well as to create a differentiated experience for customers. She works closely with executive leadership to identify and set the vision and goals of the Health Plan and Diversified Businesses operations. This includes the design of critical integration points and other business units including Allegheny Health Network, HM Health Solutions and United Concordia. Ms. Howard is also accountable for shaping and implementing the underlying operational strategies, required business processes, systems and transformational changes to achieve targeted business, financial and operational outcomes, leveraging the talents of the 4,500 employees for which she is accountable.
Ms. Howard’s unique role also requires her to operate across enterprise entities on a routine basis and requires a deep understanding of both Health Plan Operations, provider systems and the healthcare eco system as a whole.
In addition to her position at Highmark Inc., Ms. Howard spent several years as an executive at United Health Group, Magellan Behavioral Health and Horizon Blue Cross and Blue Shield of New Jersey. Ms. Howard serves on the Robert Wood Johnson Barnabas/Monmouth Medical Center Board. Additionally, she serves on the Big Brothers Big Sisters of Greater Pittsburgh Board and she is a member of the United Way of Southwestern Pennsylvania Tocqueville Society council. She enjoys giving back to the community through hands on experiences and fundraising for various non-profits. Ms. Howard has served in leadership roles with United Way of Monmouth and Ocean Counties including 10 years on the board in addition to more than 20 years of volunteering in grass root efforts, such as feeding the homeless during Thanksgiving, annual coat drives in the winter, supporting families through hurricane relief efforts, and founding their Women’s Leadership Council that took on the early childhood learning challenge. Ms. Howard has also led development of partnerships to support the community, such as a collaboration with professional football team NY Jets for a Child Fun Day.
Ms. Howard attended Upsala College in New Jersey and has participated in many leadership development programs, such as the Darden School of Business and Wharton School of Business. She also has participated in corporate educational programs through the Blue Cross Blue Shield Association and United Healthcare Leadership Development Association.
Ms. Howard and her husband, Carl Howard Jr., former NFL Player turned IT executive, reside in Wexford Pa, and are raising five children together, two of which are bonus children, all between the ages of 14 and 31.
